ONSHORE POSITIONS: 

COMMERCIAL PROJECT LEAD

The Commercial Project Lead (CPL) is part of the Operations department. The CPL is responsible for controlling and supporting commercial contracts with customers and subcontractors for cable lay and offshore installation works, including EPIC projects. The CPL reports directly to the Operations Director. Whilst working on specific projects, he/she will also report to the respective Project Manager.

Main areas of responsibilities:
  • Assist Project Managers in the preparation of variation order requests and changes to the contract and subcontracts
  • Prepare and provide day to day finance and administrative support to the project teams, incl. preparation of the monthly progress reports for the Project Manager
  • Identify and timely communicate changes and deviations from the original contract with the Project Manager and recommend and prepare course of action.
  • Prepare and/or co-ordinate the preparation of all documents necessary for a tender and ensure timely completion and comply with project requirements
  • Evaluate bid submissions from subcontractors and prepare evaluations for review by Project Manager
  • Manage and monitor contract administration, claims and/ or disputes and review subcontractors invoices
  • Co-ordinate and assist all (commercial) project activities (including those related to subcontracts) in order to achieve the best performance of the entire organization
  • Initiate and prepare improvements specifically related to project administration
  • Co-ordinate or take care of schedule modifications in co-ordination with the planner
  • Establish and maintain project planning and progress reporting for assigned projects
  • Prepare and arrange for all administrative tasks on project base, as required
Preferred profile:

  • A graduate degree with a commercial/business administration/technical background
  • A minimum of 2 years of quality related experience in marine and/or offshore industry
  • Good command of the English and German language, both written and spoken
  • Team player who can work independently
  • Willingness to travel (the duties of the CPL are in general to be fulfilled at the office during normal working hours. However the CPL might also be required to undertake his duties outside of the office as required)

CONTRACT MANAGER:

As a Contract Manager you are part of our Legal Department. Being in a support function you are responsible for legal support, e.g. contract and claims management to the project teams, within the SOC organization. You report directly to the Legal Counsel, and whilst working on specific projects, you will also report to the respective Project Manager.
Main areas of responsibilities:
  • Assist project management in any contractual questions
  • Assist with subcontracting, e.g. discuss, draft, negotiate and prepare subcontracts
  • Review of terms and conditions of subcontracts to be in alignment with contractual documents and identify risks
  • Collect data from other disciplines and compile, e.g. input project teams and planning & cost control
  • Support all ad hoc requests with regard to contractual and legal issues, e.g. labour law, construction permits, liabilities
  • Assist the project teams with compliance of contract requirements ensuring all conditions are satisfied before approval
  • Take part in bid clarification meetings
  • Assist with the contract award process and final commitment
  • Support project procurement procedure in compliance with contract and legal regulations;
  • Prepare variation orders and change request.

ELECTRICAL ENGINEER:

As Electrical Engineer you will be involved in the projects from the design phase to execution, with main focus on e.g. the termination of submarine cables to the switchgear within wind turbine generators or offshore substations as well as the commissioning of the submarine cable. You will be part of the unit Engineering and perform tasks assigned to you, supporting both the Operations and Commercial Departments.

Main areas of responsibilities:
  • ­Review technical drawings and specifications of submarine cables to ensure that these fulfill the requirements of the scope of work and are technically compliant and complete in line with project and company’s specifications as well as applicable QHSE requirements
  • ­Support the tender process
  • ­Support project execution preparations
  • ­Prepare project specific drawings, such as block, singe-line and connection diagrams
  • ­Assist with project budgets, estimates and other calculations
  • ­Assist with the preparation of the project specific scope of work documentation
  • ­Analyse and report incurred or planned deviations
  • ­Prepare procedures for and participate installation and commissioning works
  • ­Perform inspections and witness Factory Acceptance Tests
  • ­Perform root cause analysis of major breakdown and evaluate potential impact
  • ­Assist with closeout of HAZOP actions
Preferred profile:
  • ­Degree in Electrical Engineering
  • ­3 – 5 years experience in medium and/or high voltage sector, preferably with cable systems

FINANCIAL CONTROLLER:

We are looking for a Financial Controller to undertake all aspects of financial control for our offshore construction projects, financial reporting, as well as development of our internal control policies.

Main areas of responsibilities:

• Coordinate and direct the preparation of the budget and financial forecasts and report variances.
• Liaise with the project team to ensure the financial control of the project results.
• Review and verify the company’s overheads with the respective department manager.
• Prepare and publish timely monthly financial statements to the Siem Offshore Group.
• Support month-end and year-end closing process with the Accounting department.
• Ensure quality control over financial transactions and financial reporting.
• Manage and comply with local, state, and federal government reporting requirements and tax filings.
• Manage business processes and accounting policies to maintain and strengthen internal controls.

Preferred profile:

• Proven working experience as a Controller. Experience with financial processes is desirable.
• Thorough knowledge of accounting principles and procedures.
• A graduate degree with a business administration background.

PROJECT ENGINEER:

As a Project Engineer you are part of the unit Engineering, within the Technical Department.  Project Engineer is an all-encompassing role to cover the project(s) from the design phase right through to execution offshore.

SOC applies a Matrix Organization. The Project Engineer resides in the Technical Department under the Engineering Manager. Normally you will be assigned to a project under construction. Whilst assigned to a project, the Project Engineer reports directly to the Lead Engineer. If not assigned, the Project Engineer reports to the Engineering Manager.

Main areas of responsibilities:
  • Prepare project specific drawings, procedures (e.g. installation procedures, task risk assessment, work methods, etc.); for projects and tenders;
  • Warrant that the engineering procedures / plans comply with contractual- industry- and local requirements;
  • Prepare scope of work for subcontracts and review & evaluate subcontracts;
  • Review, prepare planning for project preparation and execution;
  • Operationally assist with project execution preparations/processes;
  • Identify and arrange project equipment/materials requirements;
  • Prepare and arrange for all administrative tasks on project base, as required.
  • Participate in offshore jobs as part of the operation team in the function of Field Engineer

Preferred profile:
  • BSc/MSc degree with a technical and/or electrical engineering background;
  • Experience in the marine and offshore industry would be a plus, preferably cable installation;

PROJECT MANAGER:

You are part of the Operations department and office based. You are overall responsible for controlling and executing commercial contracts with clients for cable lay installation, including EPIC projects. You will maintain close contact with your clients and ensure the execution of the project according to the required specifications as stipulated in the contract.

Main areas of responsibilities:

  • Authorised to make available any resource necessary for successful completion of the project
  • Authorised to act as Company Representative and “Single Point of Contact” with Client
  • Responsible for the operational and financial reporting/execution of his/her project, in compliance with company’s procedures and contractual requirements, including but not limited to:  Progress reporting, Project cost control,-  invoicing, - deliverables, - close out
  • Responsible for purchase of identified required project equipment/materials
  • Responsible for preparing project schedules
  • Ensure timely mobilization of competent personnel and suitable equipment
  • Establish project organization, responsibilities and authorities
  • Participate in/perform project handover and contract review
  • Prepare the Project Execution Manual (PEM), if applicable
  • Liaise between the Client and Siem Offshore Contractors at an operational level
  • Ensure that the general objectives, legal/commercial consequences and scope of work are clearly understood, adequate resources are made available and the agreed scope of work is fulfilled to the clients’ specification by the project team
  • Ensure that all project deadlines are met and final approval of the document deliverables;

Preferred profile: 

  • BSc/MSc degree (Civil and/or Mechanical Engineering)
  • A minimum of 5 years experience as Project Manager in offshore installation works
  • Good knowledge of MS Office, MS Project and experience in engineering, design and 3D CAD Programs
  • Knowledge of relevant rules and regulations for the offshore industry

PROJECT PLANNER:

You are part of the unit Planning and Control. You are responsible for preparing and maintaining reliable planning for tenders and projects, incl. investments.
 
Main areas of responsibilities:
 
  • Prepare a framework schedule, which is the central controlling instrument for the entire project management and shall be constructed in such a way that it is suitable for a basis for schedule control, reporting, target-actual comparisons, progress control and contract management
  • Optimization of the schedule under consideration of the contractual conditions
  • Prepare supporting reports
  • Leads development and maintenance of resource loaded schedules, performs critical path analysis, manages the resolution of scheduling conflicts, maintenance of supporting project logs,  and monitors/reports on schedule delays, impacts and variances to the baseline
  • Developing the WBS structure and ensure this is embedded into the schedule and synchronized to the ERP and/or project controls reporting
  • Support work planning with departments via attendance at regular field progress meetings
Preferred profile: 
 
  • BSc Degree with a technical background
  • Proven experience with planning software, preferably MS Projects and Primavera 
  • Good knowledge of planning techniques, Earned Value Management (EVM), and among others, cost curves 
  • Fully conversant in English verbally and in writing is a must, in German would be a plus

SENIOR PROJECT ENGINEER:

The Senior Project Engineer is part of the Engineering section, within the Technical Department. The Senior Project Engineer is an all-encompassing role to cover the project(s) from the design phase right through to execution offshore. With sufficient experience and knowledge gained (in depth and general) and proven capability in the field, the Project Engineer may be eligible for the role of Senior Project Engineer at the discretion of the supervisor and Management.
Main areas of responsibilities:
  •  Act as a senior counterpart for the Project Manager, Project Team and other Stakeholders;
  • Contributing creative and innovative ideas to ensure the most competitive offer and the most efficient and safe method of execution;
  •  Guidance/support/review for the following aspects in the technical support of project engineering activity:
  •  Preparation of technical solution method statement(s) incl. selection of suitable assets with the support of Technical Department;
-         Preparation of Technical Question (TQ’s) and Request for Information (RfI’s);
-         Completion of engineering calculations (where appropriate/suitable);
-         Preparation of responses to technical clarifications following project meetings.

SENIOR PROJECT PLANNER:

As Senior Project Planner you are responsible for implementing, managing and maintaining project schedules for multiple engineering and construction projects, from tender phase through the life cycle of the projects.
 
You are responsible for project planning and scheduling, monitoring, updating and quality review. You supervise the project planners, establish operating guidelines, and provide guidance and consultation for project managers. 
You rely on extensive experience and judgment to plan and accomplish goals and perform a variety of tasks.  You will report/present project plans to management as well as analyse schedule variances and recommend preventive as well as corrective measures.
 
 
Main areas of responsibilities:
 
  • Responsible for the day to day management of project plans, supervise project planners.
  • Responsible for assuring capacity allocation to internal clients (Operations & Business Development) as well as maintaining service levels for ad-hoc services.
  • Manage and oversee project controls for EPIC projects. Responsible for project planning and scheduling, monitoring, updating and quality review. 
  • Establish operating policies.
  • Provide guidance and consultation for project managers. 
  • Participate in monthly business reviews to support the MT and PM’s 
  • Familiar with a variety of the field's concepts, practices, and procedures. 
  • May need to assist in financial planning & analysis and other financial activities 
  • Lead reporting of schedule performance throughout project life cycle 
  • Ensure the appropriate level of schedule controls are in place to comply with the Delegation of Authority or Internal Controls policies 
  • Assists project team in resolution of issues involving schedule, & scope changes and delay events.
  • Support common methods & standard reporting format for reports 
  • Conduct post project audits to collect actual data versus estimated data for the purpose of making adjustments to estimating assumptions and processes
 
 
Preferred profile: 
 
  • Degree in e.g. Civil Engineering or Business Administration. Certified Project Management Professional (PMI) or equivalent has preference.
  • Project Control experience of 5 - 10 years in the offshore business, with background project scheduling and/or cost control.
  • Strong computer skills including Excel, Primavera and affiliate software.
  • Proficiency in cost principles and methods including:

TENDER MANAGER:

As the Tender Manager you will be responsible for leading the tender team, managing multi-million Euro tender responses, running the internal sales process and have ownership of the Customer Relationship Management System. You will be managing a cross-functional team of highly skilled sales engineers, planners, estimators and support staff, you will be required to take ownership of the customer’s requirements and manage the team to create high quality, accurate and competitive tender responses to international customers.
Main areas of responsibilities:
  • Manage the tender team
  • Analyse and understand the customer’s technical and commercial requirements
  • Run a structured sales process and interface to upper management

Preferred profile:
